Levy Support Scheme - service level agreement

Apprenticeships Norfolk (NCC) will:

  • Receive applications via an online form submission
  • Store data securely, in accordance with Apprenticeships Norfolk privacy notice and Norfolk County Council privacy notice
  • Respond to applications (levy donations and requests) within three working days
  • Support applications for receiving businesses within Norfolk and Suffolk. Businesses located outside Norfolk or Suffolk will be supported at our discretion or signposted to similar services (if available) and/or the national levy-transfer platform
  • Provide a dedicated account management service to ensure a timely and responsive service
  • Provide each business with promotional opportunities via the Apprenticeships Norfolk website, social media pages and potentially local press/media - however this is not mandated
  • Try to support the facilitation of a levy-transfer in a timely manner; however, timescales for completion of a successful levy transfer relies upon the two businesses continued engagement and timely communication.
  • Offer practical support, information, advice and guidance to both businesses throughout the levy transfer however the ultimate decision to transfer levy lies with the businesses
  • Provide support for businesses to access and use the digital 'Apprenticeship Service' account, which is mandated by the Department for Education (DfE). Apprenticeships Norfolk (NCC) staff are unable to process the transfer via the digital account on behalf of either organisation.
  • Provide essential application details to the respective 'matched' businesses; whilst we make basic due diligence checks, final due diligence and the decision to undertake a levy transfer will remain the responsibility of each business
  • Encourage large levy-paying organisations to offer added value 'Corporate Mentoring' benefits to a receiving organisation; however, this is not mandatory
  • Provide a tailored service to 'match' donating and receiving organisations with a levy transfer. Ongoing support throughout the remainder of the apprenticeship duration will be limited and subject to availability.
  • Facilitate the levy transfer in good faith; however, it cannot be held liable for any failure, losses, loss of profit, or costs arising, from the use of the scheme

All business applicants (levy donations and those receiving) will be required to:

  • Confirm they have permission to act on behalf of their organisation
  • Agree to Apprenticeships Norfolk privacy notice and Norfolk County Council privacy notice in order to submit an application to participate in the Levy Support Scheme
  • Agree that they have read and understood the Apprenticeships Norfolk (NCC) Service Level Agreement (this document) prior to completing a levy-transfer
  • Agree and confirm that they will comply with the DfE funding rules
  • Be aware that a levy-transfer could finish early if the apprentice(s) does not remain on programme (e.g. start date delay, break in learning or withdrawal) and requests that all parties communicate changes at the earliest opportunity
  • Be aware that businesses may have their own criteria and due diligence checks in place and that these will be out of scope for involvement by Apprenticeships Norfolk (NCC)
  • Respond to our requests for information in a timely manner to ensure a successful transfer can take place.
