Accessibility statement

This accessibility statement applies to www.apprenticeshipsnorfolk.org

This website is run by Norfolk County Council.  

We want as many people as possible to be able to use this website.  

For example, that means you should be able to:  

  • Change colours, contrast levels and fonts  
  • Zoom in up to 400% without the text spilling off the screen and without content being truncated or overlapping  
  • Navigate most of the website using just a keyboard  
  • Navigate most of the website using speech recognition software  
  • Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible this website is  

We aim to meet the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.2 at AA level.  

However, we know some parts of this website are not fully accessible.

There are some issues with the video on the Levy Support Scheme page: 

  • There is no audio description 
  • Some of the buttons do not have a visible keyboard focus indicator 
  • Some of the buttons do not work when controlling the video with a keyboard 
  • Some of the buttons are not visible if the video has not been played but are still possible to navigate to using a keyboard 
  • The timestamp button and timeline slider do not have accessible names that describe what they do 
  • Some of the buttons have tooltips that users cannot hover over with a mouse or dismiss using the escape key 
  • At some screen widths, when zoomed in and at different orientations, the video crops, cutting off some of the content
  • If the video is playing, tooltips for some video buttons are only displayed for 3-5 seconds when hovering over the buttons

This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard, due to the non-compliances and exemptions listed below.

The content listed below is non-accessible for the following reasons.  

Non-compliance with the accessibility regulations  

Issues with the video on the Levy Support Scheme page:

  • There is no audio description for the video. This fails WCAG 1.2.5 Audio Description (Prerecorded). 
  • When using a keyboard to navigate through the video buttons, some buttons don't have a visible focus indicator. This fails WCAG 2.4.7 Focus Visible. 
  • When using a keyboard to navigate through the video buttons, if the video has not been played then the buttons at the bottom of the video embed are not visible. However, it's still possible to navigate to the buttons using a keyboard. This fails WCAG 2.4.11 Focus Not Obscured (Minimum). 
  • The video slider doesn't have an accessible label. This fails WCAG 3.3.2 Labels or Instructions. 
  • One of the buttons at the bottom of the video contains visible text showing numbers and seconds. This text also functions as the button's accessible label. However, the text doesn't accurately describe what will happen when the user presses the button. For example, when the button text says '0:33', activating the button doesn't always take the user to 0:33 in the video. This fails WCAG 3.3.2 Labels or Instructions. 
  • The video slider doesn't skip forward when you press the up arrow key, or skip back when you press the down arrow key. This means the slider doesn't support all keyboard interaction specified by its design pattern. This fails WCAG 2.1.1 Keyboard. 
  • At some screen widths, the video iframe crops when zoomed in up to 200%, cutting off some of the video content. This fails WCAG 1.4.4 Resize Text. 
  • At some screen widths, the video iframe crops when changing screen orientation, cutting off some of the video content. This fails WCAG 1.3.4 Orientation. 
  • Some buttons at the bottom of the video (eg, play, mute) have tooltips that appear when the user hovers their mouse over them or navigates to them using a keyboard. It's not possible to hover your mouse over the tooltips without them disappearing or dismiss them using the escape key. This fails WCAG 1.4.13 Content on Hover or Focus.
  • Tooltips are displayed when many of the buttons in the video have hover or focus. If the video is not playing, all tooltips are persistent. However, if the video is playing, tooltips are only displayed for 3-5 seconds when hovering over the buttons. This fails WCAG 2.2.1 Timing Adjustable.

The content is not within the scope of the accessibility regulations  

Older documents  

Many of our older documents do not meet accessibility standards - for example, they may not be structured so they're accessible to a screen reader. This fails WCAG 4.1.2 Name, role, value.  

The accessibility regulations do not require us to fix documents published before 23 September 2018 if they're not essential to providing our services.  

Any new documents we publish will meet accessibility standards.  

Preparation of this accessibility statement  

This statement was prepared on 3 November 2025. The statement was last reviewed on 30 March 2026. 

This website was last tested in October 2025. Norfolk County Council's Digital Customer Experience Team carried out the test.  

We tested the website www.apprenticeshipsnorfolk.org using automated and manual tests. We used:  

  • Accessibility Insights for Web browser extension 
  • Browser developer tools  
  • Web Developer browser extension 
  • Stylus browser extension 

We used a sample-based approach to auditing, based on the Website Accessibility Conformance Evaluation Methodology (WCAG-EM)
