Levy Support Scheme - due diligence checklist

Apprenticeships Norfolk (NCC) will request the following information in order to provide an effective level of service when matching organisations.

All applicants (donating organisations and receiving organisations)

All applicants must:

Donating organisations

Donating levy-paying organisations, who are offering a transfer, must provide:

  • Confirmation that they have permission to act on behalf of their organisation
  • The approximate amount of levy they wish to donate for a transfer
  • Any preferences for the business/organisation receiving the levy donation - location, sector, age, living wage, under-represented, green/net zero focus, strategic priorities etc
  • Confirmation that they will comply with the DfE funding rules

They will also be asked to provide the following information about their organisation:

  • Local district council area
  • Organisations' status (private, public, charity etc)
  • Description of the business
  • Commitment to fund the full duration of the apprenticeship opportunity
  • Social media details

Receiving organisations

Receiving organisations, who are requesting a transfer must provide:

  • Confirmation that they have permission to act on behalf of their organisation
  • Confirmation of apprenticeship standard, apprenticeship start timescales, number of apprentices, preferred training provider, new recruit or existing staff
  • Confirmation that they will comply with the DfE funding rules (including subsidy control rules, if relevant)

They will also be asked to provide the following supplementary information:

  • How long the business has been established
  • Confirmation that a PAYE scheme is in place
  • If they have other apprentice(s) employed currently and if so, how many
  • A rating of their experience and ability to employ and mentor apprentice(s)
  • What benefits the business expects the apprentice(s) will bring to the organisation
  • Confirmation that contract(s) of employment will be put in place for the duration of the programme
  • Confirmation that the apprentice(s) wage can be covered for the duration of the programme (wages are not covered by a levy transfer)
  • What support the business will offer the apprentice(s) with their learning
  • Confirmation that the apprentice(s) will be given time off during their working week for apprenticeship training
  • What practical and pastoral support the business will offer the apprentice(s)
  • What, if any, additional support the business might require
  • What opportunities there are for retention and/or progression within the business
  • Social media details (for promotional activities)

Apprenticeships Norfolk

Apprenticeships Norfolk will:

  • Act fairly and in the best interests of both businesses at all times
  • Follow the DfE funding rules at all times
  • Provide free and impartial information, advice and guidance - with all final decisions resting with businesses
  • Only recommend apprenticeship training providers currently on the Register of Approved Training Providers and with an Ofsted Grade 2 or above
  • Encourage new apprenticeships to be paid at or above the National Living Wage, however this is not mandated
