The Recruit | Retain | Reward [RRR] scheme provided a local response to the economic instability caused by the pandemic, and the detrimental and disproportionate impact this was having on young people (aged 16-24) starting an apprenticeship. It was acknowledged that in a volatile post Covid19 landscape where the full impact of the pandemic was yet to be seen, a broader boost for new apprenticeship starts across the region was needed.
'Recruit | Retain | Reward' offered Norfolk non-levy businesses a £1000 incentive to recruit a new apprentice aged 16-24yrs.
RRR launched on 1st August 2020 and offered a flexible 'Apprenticeship Incentive Fund'. RRR provided 437 £1000 grant payments, to non-levy paying businesses (small to medium sized organisations with an annual payroll under £3m), stimulating increased new apprenticeship opportunities for those aged 16-24. Furthermore, RRR aimed to support non-levy (SME) businesses to employ an existing apprentice, made redundant as a result of Covid19, through to completing/achieving their apprenticeship.
The RRR incentive grants were flexible and able to be used at the discretion of the business, however it was encouraged that the funds could be used towards the operational costs for recruiting and getting the apprentice up to speed; the cost involved in mentoring an apprentice (particularly in the first months); towards wages; and/or towards cost of equipment to be used by the apprentice or travel expenses.
